Scope of the Project

Feasibility Study and Due Diligence for a Dry Port and Special Economic Zone in Shirak Region, Armenia
GPMA, in partnership with Maritime & Transport Business Solutions and Crowe Armenia, conducted a comprehensive feasibility study for a proposed dry port and due diligence of a Special Economic Zone (SEZ) in the Shirak region.

The project scope included:

  • Existing Context Analysis, Market Assessment & Demand Forecasting
    Evaluation of regional trade flows, logistics patterns, and projected demand for dry port and SEZ services.

  • Technical Studies, Costing & Environmental-Social Impact Assessment
    Site assessments, infrastructure planning, preliminary design inputs, cost estimation, and analysis of environmental and social implications.

  • Financial & Economic Analysis
    Full feasibility of the dry port including financial projections, cost-benefit analysis, and risk-return considerations. The SEZ due diligence assessed legal, regulatory, operational, and investment-readiness dimensions.

  • Implementation Roadmap & Risk Assessment
    A phased implementation plan with timelines, institutional responsibilities, risk identification and mitigation strategies, followed by actionable recommendations for project advancement.

Short info on the Project

The Shirak Dry-Port and SEZ, envisioned as a twin-engine driving industrial growth and logistical efficiency, are inseparable components. Each supports and enhances the other, and together, they will deliver a multiplier effect that would be difficult to achieve if they were developed independently or cancelling the SEZ part. The Dry-Port will serve as a major logistical hub, efficiently moving goods to and from Armenia and its regional neighbours, while the SEZ will function as a magnet for industrial investments, creating a robust economic ecosystem that will also feed the dry-port with the goods that it produces.

The envisioned Special Economic Zone (SEZ) and Dry Port complex was planned to span approximately 400 hectares, strategically located near Shirak International Airport. The site benefits from a unique multimodal connectivity due to its proximity to the North-South transport corridor and an active railway line, offering strong logistical advantages for regional and international trade operations.
