As part of this assignment, Grigoryan and Partners (GPMA) supported efforts to improve the fiscal governance and long-term sustainability of public-private partnerships (PPPs) in Armenia.
Key project activities included:
Institutional Capacity Building:
Designed and delivered targeted training sessions for staff at the Ministry of Economy and various line ministries, focused on fiscal risk analysis, project appraisal, and PPP evaluation methodologies.Establishment of PPP “Cells”:
Assisted in the creation of dedicated PPP units within key ministries, enabling systematic assessment of the bankability of public investment proposals and their potential structuring as PPP projects.Advisory on Investment Planning:
Supported the integration of PPP considerations into public investment decision-making processes, enhancing the government’s ability to attract private sector participation while ensuring fiscal responsibility.
This initiative contributed to strengthening Armenia’s institutional readiness for managing PPPs, aligning with international best practices in infrastructure financing and public sector accountability.
