As part of this assignment, GPMA provided technical assistance to improve the efficiency, consistency, and legal alignment of labour inspection processes in Armenia. Key activities included:
Comprehensive Regulatory Review:
Reviewed all relevant legal and operational documents—including laws, regulations, directives, circulars, standard operating procedures, and manuals—to ensure full coverage of Armenian Labour Law and inspection-related provisions.Stakeholder Engagement and Process Mapping:
Facilitated and co-facilitated modelling and workshop sessions (virtual and in-person) with national and regional labour inspection authorities and subject matter experts to collaboratively identify, document, and visually map the end-to-end labour inspection process.Efficiency and Legal Gap Analysis:
Conducted a detailed analysis of the current inspection procedures to distinguish between legally mandated steps and those that are legacy practices, identifying opportunities for streamlining and modernization.Regional Comparison and Standardization Assessment:
Analyzed discrepancies between national and regional inspection processes, with the aim of proposing standardization measures while respecting legal and institutional mandates.Process Validation and Final Documentation:
Presented draft visual process diagrams to inspection personnel for validation, followed by the preparation of an annotated version of the finalized workflows, providing clear narrative descriptions of each procedure step.
This project contributed to enhancing institutional clarity, operational efficiency, and legal compliance across Armenia’s labour inspection system.
